For stipends, the governments per diem site can give you a good guide of 
what size a stipend should be for your area if you do use one. Note that the 
goverment only pays 75% on travel days.

But if you give them a stipend, you have to be careful that they don't 
charge meals to the their room, or expect you to cover their share during 
group dinners.
